Abstract
The objective of developing food crops as stipulated in the "Panca Bakti" of food crops, leads to efforts to increase food crop production, conserve and consolidate food self-sufficiency, increase exports and also increase, grow, raise farmers' income in integrated rural development. To achieve these objectives the government has implemented policies and operational measures in the form of production development, production factor development, natural resource and environmental processing, institutional stabilization, post harvest handling, marketing processing and others.
Increased food production is quite impressive has led to various marketing problems that require special handling to ensure sustainability in increasing food production. To overcome this problem, the government has set marketing policy, among others, set the base price of grain since 1969, as a guarantee of prices to farmers to keep them excited in an effort to increase production
